Lawsuit Filed Against Sevier Jail

A Knoxville resident, who is a former inmate of Sevier County Jail, has filed a $1 million lawsuit against the institution.

Timothy Aaron Clabough filed the lawsuit in the U.S. District Court against Sevier County, Sevier County Sheriff Ron Seals, Sevier County Mayor Larry Waters and Tammy Finchum, as a former health care provider for the jail.

The lawsuit states Clabough, who was arrested for violating a probation charge Oct. 5, 2011, asked to see a doctor after he began to pass blood in his stool about three weeks into his incarceration.

After seeing a doctor Clabough was given a stool smear card with sticks to collect a specimen, according to the suit. The case then states Finchum took the sticks away from Clabough and told him to use his finger, which resulted in the specimen not being collected.
