An off-duty Sevierville Police Department Detective, who is also a Seymour resident, will face several charges after an incident with the Blount County Sheriff’s Office.
Timothy Owen Coulter, 43, has been charged with three counts of aggravated assault, DUI, felony vandalism and possession of a handgun while being intoxicated.
Coulter was released from Blount County Jail after posting bonds totaling $102,500 over the weekend.
The charges stem from an incident with the Blount County Sheriff’s Office on March 25 after sheriff’s deputies, along with Blount County Sheriff James Lee Berrong, responded to the area of Coulter Road near Davis Ford shortly before 8 p.m.
Officials had received information that Coulter had been involved in a domestic situation involving a weapon in Sevier County, was threatening suicide and was traveling into Blount County to his family’s farm.
Deputies also received information that he was armed with weapons, and would do harm to any law enforcement officer who attempted to make contact with him.
Officials spotted Coulter’s vehicle, a Ford F-250 pick-up truck, parked in the driveway of a resident on David Ford Road.
Deputies blocked the road in the area and made contact with Coulter on his cell phone. He again said he would kill any deputy who tried to approach him.
Coulter then backed his truck out of the driveway and headed toward an unoccupied cruiser, accelerated, and rammed the front end of that cruiser, causing deputies standing nearby to dive into a ditch to avoid being stuck by the vehicles.
Other deputies struggled with Coulter while getting him out of the vehicle, causing two deputies minor injuries.
Those deputies were taken to Blount Memorial Hospital where they were treated and released.
Deputies did find a handgun and a box of ammunition in Coulter’s vehicle.
Bob Stahlke, Public Information Officer for the Sevierville Police Department, said that the department was made aware of the arrest the same day it occurred.
Detective Coulter was subsequently suspended without pay on March 26.
“An internal review will be conducted in accordance with established departmental policy,” Stahlke said. “The length of the review cannot be established.”
He added that the review will be conducted as thoroughly and effectively as possible, given the circumstances.
“Tim has been in good standing at the department and this is out of character for him,” Stahlke said. “At this time we are concerned for his well being.”
